Why Norway’s Customs Regime Is Different

Norway’s status: EEA, not EU

Norway joined the EEA in 1994, giving it access to the EU single market for most goods, plus Schengen’s passport-free travel. What it opted out of is the EU customs union — meaning every shipment into Norway, including from EU countries, clears an independent border, and preferential trade terms negotiated by the EU (like EVFTA) simply don’t extend to Norway.

That last line matters: unlike the EU’s low-value exemptions, Norway charges MVA on essentially everything crossing the border, including small personal parcels.

The EFTA-Vietnam trade deal — where it stands

Vietnam has been negotiating a trade agreement with EFTA (Norway, Iceland, Liechtenstein, Switzerland) since 2012. In July 2026, after 21 rounds of talks, both sides announced the negotiations were concluded — a deal that will eventually bring close to 100% duty-free trade in goods, phased in over transitional periods. Norway’s government expects to sign it in autumn 2026, but as of this writing it has not entered into force. Until it does, Vietnam-origin goods into Norway pay standard MFN customs duty, not a preferential rate — this is the practical reason Norway shipments currently cost more in duty than equivalent EU shipments. We track this deal closely and will update pricing guidance the moment it’s ratified.

Norwegian labeling

Food products need labeling in Norwegian — Swedish or Danish is also accepted, since Norwegians generally read both, but English is not a substitute. Labels must include product name, full ingredient list, allergens, nutrition information, expiry date, storage conditions, country of origin, and importer details.

Mandatory Pre-Notification for Food Shipments

This is a Norway-specific step EU shipments don’t require: all commercial food imports must be pre-notified at least 24 hours before arrival.

• Animal-origin products: notified through the TRACES NT system
• Non-animal products: notified through Mattilsynets skjematjeneste
• No notification filed = the shipment is refused entry

Beverages: tea, coffee, non-alcoholic bottled drinks.

Non-food: clothing, footwear, small furniture, cosmetics, books, handicrafts, consumer electronics.

Prohibited from outside the EEA

• All meat and meat products — fresh, frozen, processed, or dried, including sausages
• Dairy and dairy-derived products
• Eggs and egg products — tightly restricted
• Tobacco — essentially unimportable commercially
• Spirits above 60% ABV — prohibited outright

Frequently Asked Questions

Why doesn’t EVFTA apply to Norway?

Norway isn’t an EU member — it’s in the EEA, which gives market access but not customs-union membership. EVFTA is an EU-Vietnam agreement, so it only covers the 27 EU countries. Norway’s own deal with Vietnam, negotiated through EFTA, concluded in July 2026 but hasn’t yet entered into force.

Is there any tariff relief for Vietnam-Norway shipments right now?

Not yet, but soon. The EFTA-Vietnam FTA concluded negotiations in July 2026 and is expected to be signed in autumn 2026. Until it’s ratified, Vietnam-origin goods pay standard MFN customs duty into Norway.

What is MVA and does it apply to small parcels?

MVA is Norway’s VAT — 15% on food, 25% on general goods. Unlike the EU, there’s no minimum-value exemption: MVA is charged on virtually every commercial import, however small.

Can I ship dried meat or pork floss to Norway?

No. Norway prohibits all meat and meat-derived products from outside the EEA in any form — fresh, frozen, dried, or processed.

What’s this pre-notification requirement I need to know about?

Commercial food shipments must be registered at least 24 hours before arrival — animal products via TRACES NT, non-animal products via Mattilsynet’s own portal. Skip it and the shipment gets refused at the border. We handle this filing for you.

Are English labels accepted?

No. Labels must be in Norwegian, or Swedish/Danish as an accepted alternative — English is not sufficient for retail food products.
