> Vietnam to Norway shipping via Tolletaten customs and Mattilsynet food clearance. Norway sits outside the EU customs union – here's what that changes.

**Norway is not in the EU.** It's the single fact that trips up first-time shippers most: Norway sits in the European Economic Area (EEA) alongside EU members, shares Schengen's open borders, and looks, on the surface, indistinguishable from Sweden or Denmark next door. But it runs its own customs administration, its own VAT (called **MVA**), and – until a newly concluded trade deal takes effect – Vietnam-origin goods pay standard duty rates here, not the EVFTA preference that applies across the EU.

Norway is also home to one of Europe's most established Vietnamese communities: **21,700 to 25,000 people**, arriving from 1975 onward and consistently ranked among the best-integrated non-Western immigrant groups in the country, concentrated in **Oslo** (about 6,000, or 27% of the total), **Bergen**, **Kristiansand**, and **Trondheim**. Gateway Express ships in via Oslo, with **Mattilsynet** food clearance and **Tolletaten** customs handled on your behalf.

This page covers our service tiers, exactly why Norway's customs regime differs from the EU (and where the EFTA-Vietnam trade agreement, signed in October 2026, fits in), mandatory pre-notification for food shipments, Norwegian-language labeling, and what you can and can't ship.

## Why Norway's Customs Regime Is Different

### Norway's status: EEA, not EU

Norway joined the EEA in 1994, giving it access to the EU single market for most goods, plus Schengen's passport-free travel. What it opted out of is the **EU customs union** – meaning every shipment into Norway, including from EU countries, clears an independent border, and preferential trade terms negotiated by the EU (like EVFTA) simply don't extend to Norway.

| Aspect | EU members (e.g. Sweden, Denmark) | Norway |
|---|---|---|
| Customs union | Yes | **No – separate customs (Tolletaten)** |
| EVFTA preference for Vietnam goods | Applies | **Does not apply** |
| VAT | National rates | **MVA – its own system** |
| Food regulator | EU-harmonised (national agency) | **Mattilsynet (independent)** |
| Personal meat/dairy allowance | EU rules apply | **Own EEA allowance, see below** |

### Regulators you'll interact with

| Agency | Role |
|---|---|
| **Mattilsynet** (Norwegian Food Safety Authority) | Food safety, quarantine, border inspection |
| **Tolletaten** (Norwegian Customs) | Customs clearance, duty collection, border control |
| **Skatteetaten** (Norwegian Tax Administration) | MVA (VAT) administration |

### VAT (MVA) and duty

| Charge | Rate |
|---|---|
| **MVA – food** | **15%** |
| **MVA – general goods** | **25%** |
| **Customs duty threshold** | NOK 350 (~USD 33) |
| **MVA threshold** | **None** – MVA applies to every commercial import regardless of value |

That last line matters: unlike the EU's low-value exemptions, Norway charges MVA on essentially everything crossing the border, including small personal parcels.

### The EFTA-Vietnam trade deal – where it stands

Vietnam and **EFTA** (Norway, Iceland, Liechtenstein, Switzerland) started negotiating in 2012. The agreement was **signed in Hanoi on 18 October 2026**, but it **has not entered into force yet** – each member still has to ratify it, and no entry-into-force date has been announced. The tariff schedules and the proof-of-origin rules for the new agreement have not been published in detail either.

What applies today:

- **Standard MFN duty** is the default for Vietnam-origin goods.
- **GSP preference is already available.** Vietnam is on Norway's list of ordinary GSP countries, with duty reductions of 10–100% depending on the product. To claim it, the Vietnamese exporter needs a **REX number** and a statement on origin on the invoice. Most personal parcels don't bother; it matters for commercial shipments.
- **MVA (VAT) is unaffected by any trade agreement.** The 25% / 15% MVA stays the same with or without the FTA.

We'll update this section once the agreement's tariff and origin rules are published and it enters into force. ### Norwegian labeling

Food products need labeling in **Norwegian** – Swedish or Danish is also accepted, since Norwegians generally read both, but **English is not a substitute**. Labels must include product name, full ingredient list, allergens, nutrition information, expiry date, storage conditions, country of origin, and importer details.

## Mandatory Pre-Notification for Food Shipments

This is a Norway-specific step EU shipments don't require: **all commercial food imports must be pre-notified at least 24 hours before arrival.**

- **Animal-origin products:** notified through the **TRACES NT** system
- **Non-animal products:** notified through **Mattilsynets skjematjeneste**
- **No notification filed = the shipment is refused entry**

Commercial importers also need a **Norway-based recipient or business partner** who takes responsibility for food-safety and labeling compliance on the Norwegian side. We help arrange this for first-time B2B shippers.

## The Vietnamese Community in Norway

| Indicator | Figure |
|---|---|
| Total community | 21,700 - 25,000 |
| In Oslo | ~6,000 (27% of the total) |
| High-school completion rate | 88% |
| Integration ranking | Among the best-integrated non-Western immigrant groups in Norway |
| Arrived | From 1975, post-war resettlement |

Around 60% of Vietnamese adults in Norway send remittances home regularly – a community with deep, ongoing ties to Vietnam rather than a one-generation diaspora. Beyond Oslo, meaningful communities are established in Bergen, Kristiansand, and Trondheim.

## Frequently Asked Questions

### Why doesn't EVFTA apply to Norway?

Norway isn't an EU member – it's in the EEA, which gives market access but not customs-union membership. EVFTA is an EU-Vietnam agreement, so it only covers the 27 EU countries. Norway's own deal with Vietnam, negotiated through EFTA, was signed on **18 October 2026** but hasn't entered into force yet.

### Is there any tariff relief for Vietnam-Norway shipments right now?

Partly. The EFTA-Vietnam FTA was signed on 18 October 2026 but won't apply until it's ratified. Until then, Vietnam-origin goods pay **standard MFN customs duty** into Norway, unless the exporter claims **GSP preference** with a REX statement on origin (reductions of 10–100% depending on the product). MVA is charged either way.

### What is MVA and does it apply to small parcels?

MVA is Norway's VAT – 15% on food, 25% on general goods. Unlike the EU, **there's no minimum-value exemption**: MVA is charged on virtually every commercial import, however small.

### Can I ship dried meat or pork floss to Norway?

**No.** Norway prohibits all meat and meat-derived products from outside the EEA in any form – fresh, frozen, dried, or processed.

### What's this pre-notification requirement I need to know about?

Commercial food shipments must be registered at least 24 hours before arrival – animal products via TRACES NT, non-animal products via Mattilsynet's own portal. Skip it and the shipment gets refused at the border. We handle this filing for you.

### Are English labels accepted?

**No.** Labels must be in Norwegian, or Swedish/Danish as an accepted alternative – English is not sufficient for retail food products.

### How long does shipping from Vietnam to Norway take?

- **Express:** 5-8 business days
- **Standard:** 8-12 business days
- **Sea freight:** 45-55 days (Hai Phong to Ålesund/Oslo)

### Can I ship Vietnamese fish sauce to Norway?

It needs a case-by-case check – some fish-derived condiments fall into a restricted category under Norwegian import rules. Tell us the exact product and we'll confirm before you pack.

### Do you compare Norway to other non-EU European destinations?

Yes – see our page on [shipping to Switzerland](https://gatewayexpress.vn/en/shipping-to-switzerland/), another non-EU country with its own customs regime, or [shipping to Sweden](https://gatewayexpress.vn/en/shipping-to-sweden/) if you're coordinating across the Nordic region.
