12-digit HS codes — mandatory since 1 January 2025

Qatar (aligned with the wider GCC) moved from 8-digit to 12-digit HS classification codes, and the change is enforced strictly:

  • The 12-digit code must appear on both the commercial invoice and the certificate of origin
  • A shipment arriving with the old 8-digit code, or no code, risks rejection at the border, and we have not seen a reliable correction-on-arrival route once cargo has landed

Arabic labeling — no stickers allowed

Qatar’s labeling rule is one of the strictest in the Gulf. Products must carry:

  • 100% Arabic, or bilingual Arabic + English — English-only labels are rejected outright
  • Manufacturing and expiry dates printed in indelible ink directly on the packaging — supplementary stickers are not accepted, and barcodes cannot substitute for a printed date
  • Full ingredient list in descending order by weight, with fat/oil source clearly identified (this line matters specifically for Halal verification)
  • Net weight in metric units, country of origin, manufacturer name and address

Halal Certification — Consulate Attestation Required

MOPH requires Halal certification for all meat, animal fat, gelatin, collagen, and any processed food containing animal-derived ingredients. Qatar’s process has one step that trips up most first-time exporters:

  1. Manufacturer obtains Halal certification from an MOPH-recognised certifying body
  2. The certificate must then be attested by the Qatari Embassy or Consulate in the country of export (or a recognised GCC/Arab diplomatic mission) — this is a separate, mandatory step, not optional
  3. Consulate attestation typically takes 3-4 weeks — build this into your timeline if you’re shipping certified meat or animal-derived processed food
  4. The slaughterhouse must be approved by the exporting country’s competent authority, supervised by a GCC-recognised Islamic body, with the slaughterer being Muslim

Plant-based food is the safest and fastest category — it needs no Halal certificate and no consulate step at all. Pure roasted coffee, tea, dried noodles without meat flavoring, and dried vegetables ship without this friction.

Why can’t I just use a sticker for the expiry date?

Qatari food-labeling rules require production and expiry dates to be printed in indelible ink directly on the original packaging.
